The tampering will raise the price of a gallon of gasoline in 22 states and the Federal District
The tax on the movement of goods and services (ICMS extension) single of BRL 1.22 for what concern Gas begins to be loaded throughout Brazil from this Thursday 1st.
The new tariff of R$ 1.22 per liter is R$ 0.20 higher than the average currently practiced and this will increase the price. This change will increase the price of a liter of gasoline in 22 states and the Federal District.
In St. PaulFor example, the ICMS rate is currently 18%. In the week of May 22, the average price of gasoline in the state was R$5.13 and the rate was R$0.92. Considering this average fuel price, if the increase were fully passed on, the average price of gasoline in the state would be around R$5.43 with the single tariff, calculates Carlos Eduardo Navarro, professor of tax law at the FGV Direito de São Paulo .
The state with the highest growth expectation is Mato Grosso do Sul (BRL 0.30 per litre). In ten other states, the expected increase is higher than the national average, between R$0.25 and R$0.29 per liter.
According to data from the National Federation of Fuel and Fertilizer Trade (Fecombustíveis) for the second half of May, with values referring to May 16, only three states had tariffs that represented values above R$ 1.22 per litre: Alagoas, Amazonas and Piauí. According to the Brazilian Association of Fuel Importers (Abicom), these are the only states that are not expected to see a rise in gasoline prices.
In some states, the value may remain very close to what is practiced today, since the current rate equates to an amount close to R$ 1.22 that will be applied, as in the case of Acre (BRL 1,18) e great northern river (BRL 1.20).
The National Tax Policy Council (Confaz), which in March of this year defined the value of the new rate, confirmed the trend: “In States that have a current tax burden higher than that which will result from the application of the only, the tendency will be a reduction in the prices of this fuel. However, in the states that have the opposite situation (…), the tendency will be to increase prices”.
New model
The new ICMS collection model was approved by Congress in March 2022, with the support of former President Jair Bolsonaro (PL) and the fuel sector, which saw room for fraud in the previous model, in which each state practiced own rate.
In addition to establishing a single value throughout the national territory, the tax is now charged only to producers and importers, and no longer to the entire supply chain, including distributors and retailers. (*With information from Estadão Content e Folha de S. Paulo)
