The Senate approves the deputies of the ministries, sends the text for the sanction and relieves the government

The Senate approved this Thursday, 1st, the provisional provision (deputy) which restructures the Executive. The text now moves on to presidential sanction. The approval puts an end to the biggest drama so far of the current government of Luiz Inácio Lula da Silva. The deputy ran the concrete risk of not being voted and the structure of the Executive would have returned to that of the end of the government of Jair Bolsonaro. The provision would expire if it were not approved by this Thursday.

The vote in the Senate was 51 in favor of the provisional measure and 19 against, plus one abstention. There was an attempt at a symbolic vote, without counting the votes, but the opposition asked for verification (counting the adhesions) and went into obstruction.

The Speaker of the Chamber, Rodrigo Pacheco (PSD-MG), suspended the session on Wednesday (31) to reopen this Thursday, instead of starting a new session. Thus, the previous day’s quorum was used to open the meeting and expedite the review. Senators could vote remotely, but there were reports of instability in the system.

The Chamber of Deputies concluded its vote in the early hours of Thursday. In practice, this left no time for the Senate to make substantive changes to the proposal. Changes of this nature would require the MEP to re-examine by MEPs, which would be impossible within the deadline. Thus, the government has had no chance of bringing the changes made to the text under pressure from the deputies back to the Upper House, where it has more allies.

The head of government in the Senate, Jaques Wagner (PT-BA), who was the rapporteur for the measure, apologized for the need for a vote without changes. “I want to ask colleagues to bow. I know senators never like the fact that we receive an article with time practically up so that we can have any discussion. Or, even worse, accepting any change proposed by a colleague would force him to go back to the House and it would certainly bring everything down,” Wagner said. Several senators have complained about the lack of deadlines.

The difficulty in the Chamber has highlighted the problems in the political articulation of the government. Ministers Alexandre Padilha (Institutional Relations) and Rui Costa (Casa Civil) were particularly exposed to the wrath of deputies. The other folders have also been subject to complaints. The deputies said they could not be received in the ministries to release funds and works.

There were also complaints about delays in paying for amendments. For weeks the mayors have been pressing the deputies to release the resources. The vote of the ministers’ deputies was the first chance they had to block the government, given that the vote on the new tax rule had the support of Mayor Arthur Lira (PP-AL).

The relationship between Lula and Lira was also exposed due to the vote in the Chamber. The deputy wants to regain the power he had under Jair Bolsonaro, when he commanded the distribution of resources for the work in the electoral bases of his colleagues. The allies of the President of the Republic say that a general renegotiation of alliances will be necessary in the coming days and weeks. This includes the relationship with Lira.

We read in Congress that the Executive will have to implement a ministerial reform to reorganize the base in the coming months. Lula’s allies were indignant at the possibility of discussing the issue with the expiring provisional provision, believing that it would be a negotiation with a knife in the neck, as they say in politics.

Even in the Senate, where Planalto has more consolidated consensus, the process of the provision has not been entirely without fear. There was a dispute between government allies over who would be the rapporteur for the proposal. The names of Jaques Wagner (PT-BA) and Humberto Costa (PT-PE) were publicly confirmed and Wagner prevailed.
