Investigation Finds BRL 8 Million Diversion from FNDE in Robotics Kit Acquisitions in Alagoas, Mayor State

The operation aims to investigate fraud in the procurement of robotics kits for schools in more than 40 Alagoas municipalities from 2019 to 2022. According to police, a group organized a scheme in which a company won contracts and hijacked approximately R$ 8 million.
Luciano Ferreira Cavalcante, who previously worked as an employee of former Senator Benedito de Lira (PP-AL), was appointed advisor to the PP leadership in the Chamber of Deputies in 2017, during Arthur Lira’s time in office. He is one of the targets of the investigation.
Operation
This morning of Thursday 1, the Federal Police (PF) launched Operation Hefesto to deepen the investigation into a bid fraud scheme for 43 municipalities in Alagoas. The damage estimated so far is 8.1 million reais, but the investigators believe that the violation of public coffers could be greater.
Police officers searched 27 addresses linked to the suspects: 16 in Maceió (AL), eight in Brasilia (DF), one in Gravatá (PE), one in São Carlos (SP) and one in Goiânia (GO). Two people are also subject to provisional arrest warrants in Brasilia. The court orders were issued by the 2nd Federal Court in Alagoas.
The PF says there have been targets and contract overbilling for the purchase of robotics equipment, funded by National Fund for Education Development (FNDE) resources, transferred from the federal government. The frauds allegedly took place between 2019 and 2022.
“The aforementioned contracts would have been illegally directed to a single supplier of robotics equipment, through the inclusion of restrictive technical specifications in the tender documents and the limitation of the full participation of other bidders”, informs the Federal Police. The investigation is conducted jointly with the Comptroller General of the Union (CGU).
The Federal Court also ordered the seizure of the assets of the suspects and the suspension of the tender procedures and administrative contracts stipulated between the supplier company under investigation and the municipalities of Alagoas which received funds from the FNDE for the acquisition of robotics equipment.
