    Look at the numbers. Dilma Rousseff he had 137 votes against impeachment, in his case. Then, in governments Michael Temer AND Jair Bolsonaro, the left and the opposition to these two governments had between 130 and 140 votes. Take for example the PDL (draft legislative decree) of Basic Sanitization. The government obtained 137 votes against the urgency and 136 against the merits. This is the basis of government. It goes no further. Even if MDB and PSD have three ministries, it will depend on the agenda.

    Mr. I have said several times before that there is no way Republicans are the basis of government. Why reject with such conviction? Absolutely nothing can change that?

    We will not have ministries because we are not interested in being part of the government, because we have a party which since its “re-foundation” has identified itself as a centre-right party, with a liberal economic agenda. Thus, it cannot be the basis of a government that does not have a liberal economic agenda. Also, I have the governor of São Paulo (Tarcisio de Freitas), who is a center-right governor. I have a bench at Senate further to the right. Out of 42 deputies, with great difficulty, at most 15 want to be in government.

    In your opinion, what is the solution to the repeated crises of governance that we see in the current system?

    There is no longer coalition presidentialism as when Lula was president (from 2003 to 2010). The government’s relationship with Parliament has changed. That changed during the government of Michel Temer, as the president and the government as a whole moved closer to Parliament. Then comes Bolsonaro with the question of rapporteur’s amendments (secret budget). Today a deputy has R$ 32 million in tax amendments, which the government only has to pay, at the moment the government is evaluating, but it has to pay. Therefore the parliamentarian is less dependent on the Executive. This is what government must understand, and that is why it must negotiate agenda by agenda.

    Attention is now also directed to the modification of the Ministry of Tourism. Can this bring some kind of improvement in relationship and foundation building?

    The government has the right to make the changes it wants, but I think it’s wrong to do so, it won’t solve União Brasil’s problem as well. I can’t talk about União Brasil, but from the deputies I know, it could also improve the party’s relationship with the government, but it won’t solve it.

    Mr. afraid that Tarcísio will leave the Republicans and migrate to the PL?

    There is no way. Because when he wasn’t governor and there was a commitment and request from the then president (Bolsonaro) for him to go to PL, he didn’t. Why now, already in office, would he go? Besides, he’s already given me his word in person, over the phone, in writing, dozens of times, that it doesn’t come out (of the party).

    His name is pointed out backstage as a possible successor to Lira as president of the Chamber. Mr. will you be a candidate? Does this hinder the dialogue with Lira and blocking her?
