Publications making this claim use the G1 and a video edited by Jovem Pan News to enforce a coup. The misleading pieces redirect users to a fraudulent website that charges a BRL 29.90 fee in exchange for receiving a benefit that doesn’t exist.

Publications on the networks used the visual identity of the G1 and a report edited by Jovem Pan News to claim that 53 million Brazilians would be entitled to a supposed refund of the ICMS charged on their electricity bills. Still, it’s a hit. The video broadcast by the misleading posts at no point states that consumers can claim the benefit, and the value of the alleged refunds provided by the fraudulent website is the same for any CPF number.
- Posts redirect the user to the website rescuesocial. online, which charges a fee of BRL 29.90 for filing a supposed “refund request”. The contract number (83N2L626362E) is the same for any CPF;
- Furthermore, the portal does not indicate the exact amount to be reimbursed per person. The sum always varies between R$ 1,570.09 and R$ 5,570.14;
- The domain was registered on the day May 30 this year and the responsible person is not publicly available.
The report edited by Jovem Pan News shared by the disinformation pieces replaces the original speech of one of the interviewees with a fake audio suggesting that people who have paid their electricity bill for more than five years can have up to R$ 23,000 of return. The video caption was also changed to support the scam announcement (see below).

Posted in February 11th, the report discussed the return of the transmission and distribution tariff charge on the ICMS of the electricity bill. The change came after the Minister of the STF (Supreme Federal Court) Luiz Fux suspend an excerpt from complementary law approved in the Bolsonaro government which changed the basis for calculating the tax. According to the magistrate, the rule invaded the jurisdiction of the states, since the ICMS is a state tax. The decision was countersigned from the March plenary.
At the same time, the STJ (Superior Court of Justice) also discuss the composition of the ICMS tariff applied to electricity bills. If the Court finds that there is an irregularity, could be reimbursement of part of the amount charged to consumers in the last five years, limitation period of an action. However, no decision has yet been made in this regard.

There is, however, no mention of the fraudulent portal or ICMS refund in the original broadcasts.
