Judge Fernando Antonio Torres Garcia, inspector general of Justice, was elected, in the first round, on Wednesday 8th, president of the Court of Justice of São Paulo for the two-year period 2024/2025, with 199 votes. Judge Guilherme Gonçalves Strenger also ran, receiving 155 votes. Judge Francisco Eduardo Loureiro, the only candidate for the General Inspectorate of Justice, obtained an absolute majority of votes (339) and will take office in the next two years.

Fernando Antonio Torres Garcia, from São Paulo, was born in 1959. He graduated from the Faculty of Law of the University of São Paulo (USP), class of 1982. He began his judicial career in 1983, appointed substitute judge of the 4th Magistral Court. Circuit, based in Osasco.
Throughout his career he was a member of the districts of Mirandópolis, Indaiatuba, Diadema and São Paulo, in the Lapa Regional Forum. He was promoted to judge in February 2008.
Torres Garcia was a counselor at the Escola Paulista da Magistratura, in the two-year period 2016/2017 and 2020/2021, and elected president of the Criminal Law Section of the Court in the two-year period 2018/2019.
He is currently Inspector General of Justice of the State of São Paulo (2022/2023).
Vice
The definition of the position of vice president will take place in the second round, again on Wednesday 8th. The contestants are judge Artur Cesar Beretta da Silveira, who obtained 162 votes in the first round, and judge Luís Francisco Aguilar Cortez, who obtained 113. Also in the running was Judge Álvaro Augusto dos Passos, who received 79 votes. The second shift takes place from 1pm to 4pm, exclusively online.
Again according to information released by the Court’s Social Communication, the Escola Paulista da Magistratura will have Judge Gilson Delgado Miranda as its director.
The single ticket obtained 320 votes and also consists of judges Ricardo Cunha Chimenti (deputy director); Sérgio Seiji Shimura and Claudia Grieco Tabosa Pessoa (Private Law Section); Wanderley José Federighi and Flora Maria Nesi Tossi Silva (Public Law Section); Guilherme de Souza Nucci and Alexandre Carvalho e Silva de Almeida (Criminal Law Section); and by the final judge Maria Rita Rebello Pinho Dias.
Section Presidencies
The Criminal Law Section elected its president in the first round: judge Adalberto José Queiroz Telles de Camargo Aranha Filho, who obtained 48 votes. Judge Alex Tadeu Monteiro Zilenovski was also a candidate and received 30 votes.
A second round is planned for the presidencies of the Private and Public Law Sections. In private law, judges Heraldo de Oliveira Silva (92 votes) and José Jacob Valente (91 votes) compete. Since there was no absolute majority, the dispute will move to the second round. In public law, judges Ricardo Cintra Torres de Carvalho (39 votes) and Décio de Moura Notarangeli (32 votes) are in the second round. Judge Sidney Romano dos Reis was also a candidate, with 17 votes.
Voting The first round of elections for the executive and management positions of the Court of Justice of São Paulo and the School took place today, from midnight to noon, exclusively via an online system, accessible to female judges.
The result was announced shortly after the vote, in the Salão dos Passos Perdidos of the Palace of Justice, in the presence of numerous members of the Plenary, judges and public officials.
The work was led by the President of the Court, Judge Ricardo Mair Anafe, assisted by the Dean, Judge José Carlos Gonçalves Xavier de Aquino, and by the Presidents of the Sections of Public and Criminal Law, Judges Wanderley José Federighi and Francisco José Galvão Bruno, respectively. All judges of the country’s largest court, which has a staff of 357 judges, vote for leadership positions (president, vice president and inspector general). Everyone voted in the first round.
For top positions, judges vote only for the president of the Section to which they belong: Private Law (187 members), Public Law (90 members) and Criminal Law (80 members).

Born in the capital of São Paulo in 1959. He graduated from the Faculty of Law of the University of São Paulo, class of 1982. In 1985 he assumed the role of substitute judge in the 3rd Judicial Circuit, based in Santo André. During his career, he also worked in the districts of Cândido Mota, Franco da Rocha and in the capital, being removed from the position of 2nd degree substitute judge in 2005, promoted to TJSP judge in 2011. He was deputy director of the Escola Paulista of Judiciary in the two-year period 2016/2017 and councilor in the two-year period 2018/2019.

Adalberto José Queiroz Telles de Camargo Aranha Filho
Born in São Paulo in 1961. He graduated from the Faculty of Law of Mackenzie University, class of 1986, and obtained a master’s degree in Political and Economic Law from the same faculty (2010). Before embarking on a judicial career, he worked as a bailiff and clerk at the 1st Civil Court. He took office as an alternate judge in 1988, in the 3rd Judicial Circuit, located in Santo André. He also worked in the districts of Mongaguá, Santa Isabel, Mauá and the Capital. He was removed as a 2nd degree alternate judge in 2011 and promoted to TJSP judge in 2015.
