Lula’s minister replaces the Department’s number 2 after the public employees’ trip to the ‘Carnival’

The Prime Minister of the General Secretariat of the Presidency of the Republic, Márcio Macêdo (PT), appointed the new executive secretary of the Ministry on Tuesday 16th. Kelli Cristine de Oliveira Mafort takes the place left by Maria Fernanda Ramos Coelho, who resigned last week.

The change comes amid a crisis in the General Secretariat. As demonstrated by Estadao, Márcio Macêdo’s office used public money to pay for three employees to travel to Aracaju, where an out-of-season carnival party was held late last year. One of them was an official photographer of the Presidency of the Republic in charge of filming Macêdo step by step during the party. The celebrations were not on the minister’s public agenda.

The cost of these tickets and the daily allowances for Macêdo’s private agenda, according to the newspaper O Globo, motivated Maria Fernanda Coelho’s request for dismissal. The Federal Audit Office (TCU) has opened a trial to investigate the misuse of public money. The minister admitted a “formal error” in issuing the tickets, and the employees who had their travel paid for will return the sums to the public coffers.

Kelli Mafort, the new executive secretary, was the national leader of the Landless Rural Workers’ Movement (MST). In 2016, he participated in the movement’s invasion of a farm in the hinterland of São Paulo owned by the entrepreneur João Baptista Lima Filho, partner of Argeplan and friend of former president Michel Temer (MDB). The case ended up in court, as the MST leaders were accused of stealing the farm’s assets. However, the lawsuit was filed in January 2022.

The new number 2 of Márcio Macêdo also has a degree in pedagogy and a doctorate in social sciences from the Universidade Estadual Paulista Júlio de Mesquita Filho (Unesp). Since January 2023 he has been National Secretary for Social Dialogue and the Articulation of Public Policies of the General Secretariat of the Presidency of the Republic.

For Macêdo, Mafort’s political experience in relations with social and popular movements is fundamental to fulfill the mission of the General Secretariat of the Presidency of the Republic.

“We still have many other challenges to face, but with the certainty that social participation is the best way to implement public policies on the front line”, wrote the new executive secretary on a social network, thanking Macêdo for his appointment.
