The PT lost its hand and was unable to name Flávio Dino’s successor nor the names for the second level of the department; the security sector is a “calus” for the PT administrations
BRASILIA – Substitutions Ministry of Justice left wounds PSBwho will lose three secretaries in addition to the command of the department, and did not satisfy the interests of a part of the PT who had criticized the conduct of the public security sector under the minister’s administration Flavio Dino.
In addition to Dino, elected senator by the PSB, the party also has secretaries Tadeu Alencar, of public security, Elias Vaz, of legislative affairs, and Ricardo Cappelli, executive. None of them will remain in the new minister’s team, Ricardo Lewandowski.
Among the socialists, MP Duarte Junior (MA) and Senator Jorge Kajuru (GO) were those who publicly expressed their dissatisfaction with the shift imposed on the party. “The PSB, with its 80 years of history, is not a negotiating party. It is not the PL of Valdemaro Costa Neto“Kajuru told the reporter.
“I told Padilha (Minister of Institutional Relations) that Minister Lewandowski cannot take over a ministry that was doing so well, with such a competent team and publicly fire people, as happened with Tadeu Alencar who was fired by the press This is total disrespect,” he added.
The senator, deputy head of government and vice-chairman of the public security commission, then softened the criticism by saying that the PSB will not break with the government because of the changes in the secretariat.
For the PSB leadership, all complaints are isolated and nothing changes in the party’s relationship with the government. “We will support the government as long as we agree with it. Our support for the government has nothing to do with these positions, nor with any others,” said PSB president Carlos Siqueira.
“Everyone has the right to express themselves, so did MP Duarte, an important name in our group. But I can say that the feeling of the majority is one of joy, knowing that we have important people who have contributed to the ministry”, stated the president of the PSB bench in the Chamber, MP Gervásio Maia (PE).
The PT’s interlocutors circulated, in a veiled manner, criticism of the results in the field of public security. The issue is “calm” for the PT administrations and has become a political problem for President Lula. In some of the main states administered by the party, rates of violence have increased in recent years, as in the case of Bahia.
The members of the PT tried to get the sociologist Benedito Mariano, one of the founders of the Osasco party (SP) and still affiliated with the party, to join the ministry’s National Secretariat of Public Security (Senasp). He is currently area manager at the Municipality of Diadema (SP).
In his place, Lewandowski opted for the head of the Public Prosecutor’s Office of São Paulo (MPS), Mário Sarrubbo. The Attorney General of Justice is considered by experts to be a technical staff, with a balanced profile and experience in conducting policies to combat criminal organizations. However, it is viewed with reservations by the PT interlocutors themselves who are critical of Flávio Dino’s management. This group sees Sarrubbo as a conservative who could act in line with right-wing demands in Congress.

The PT was also unsuccessful in its attempt to make the current prime minister of the Attorney General’s Office (AGU), Jorge Messias, usable as Flávio Dino’s successor.
Contacted for comment on the new Justice Ministry team, PT president Gleisi Hoffmann did not respond. Senator Humberto Costa (PT-PE), involved in the party’s discussions on public safety, also did not comment.
Lawyers want to maintain their influence in the ministry
The fight for space in Lewandowski’s secretariat is not limited to parties. The Prerogativas group, made up of progressive lawyers, is trying to include two of its members in the new Ministry team.
The name of Dino’s special advisor, lawyer Sheila de Carvalho, was suggested to fill the Secretariat for Access to Justice, which was responsible to Marivaldo Pereira (PSOL).
The criminal lawyer Dora Cavalcanti is defended by the National Secretariat of Justice, which has influence in the definition of appointments for positions in the Judiciary. Currently the organization is managed by Augusto Arruda Botelho.
