The PF used a text exchange between an advisor to Councilor RJ and Abin’s former director to support the investigation
The conversation used by the Federal Police to support the request that Carlos Bolsonaro be searched and seized, in the operation investigating a possible parallel structure of the Brazilian Intelligence Agency (Abin), dates back to a period in which Alexandre Ramagem was not longer in front of the organ.
In the press you can see that the message sent by Luciana Almeida, Carlos’ advisor, asking for help from Ramagem, is from Tuesday 11 October. However, the year in which the message was sent does not exist. But, according to what was analyzed by the newspaper Folha de S. Paulofor the last seven years, in 2022, October 11th has only fallen on a Tuesday.
This means that, as of the date of the message, Ramagem had no longer been director general of Abin for six months, as he had left the position to run for election as a federal deputy.
To the newspaper, PF investigators claim that the police report does not mention Ramagem as “the then general director of Abin”, but only calls him “delegate Alexandre Ramagem”. They also say that the fact that he was not in charge of the agency at the time of the exchange of messages does not in any way change the suspicion that he passed on confidential information to the Bolsonaro family.

The decision signed by the Minister of the Federal Supreme Court (STF), Alexandre de Moraes, however, uses the expression “then director general of Abin” to refer to the exchange of messages. Likewise, the General Prosecutor’s Office (PGR), in the opinion in which it agrees with the measures requested by the PF, also defines Ramagem as “the then general director of Abin”.
The involvement of Carlos Bolsonaro
Last Thursday, the 25th, the PF launched Operation Close Surveillance, a branch of Operation Last Mile from October last year.
The former director of Abin and current federal deputy Alexandre Ramagem (PL-RJ) was the subject of a search and seizure. According to the investigation, the parliamentarian used the body’s structure to carry out illegal espionage activities for the benefit of Bolsonaro’s family.
According to the PF, Abin illegally monitored the ministers of the Supreme Federal Tribunal (STF) Gilmar Mendes and Alexandre de Moraes, the former president of the Chamber Rodrigo Maia, the former deputy Joice Hasselmann and the former governor Camilo Santana, of Ceará, today Minister of Education in the Lula government, among others. The investigation shows that Abin’s tools and services were used to illegally monitor these authorities.
On Monday 29th, new searches and seizures were carried out, this time against allies of Ramagem’s “political core”, including councilor Carlos Bolsonaro (PL-RJ).
“In this new phase, the Federal Police seeks to advance into the political core, identifying the main recipients and beneficiaries of the information illegally produced within Abin, through clandestine actions. In these actions, investigative techniques typical of the judicial police were used, without however, no judicial or public prosecutor’s control”, informed the PF.
