BRASÍLIA – As if the trinkets that create an elite in the public service weren’t enough, the categories are pushing for further benefits that increase salaries at the end of the month. The movement could increase the expense of this type of payment and the inequality of remuneration between the Powers.




According to Estadao published this Sunday 4, a combination of powers guarantees the creation of benefits even without the approval of Congress, through ordinances and internal resolutions of bodies representing specific categories, with particular attention to the Judiciary and the Public Prosecutor. Thus a privilege is born.

According to the NGO Transparência Brasil, the cost of services that are not part of the gross salary of judges, prosecutors and public prosecutors was R$9.3 billion in 2023. The bill includes not only trinkets, but all expenses related to housing assistance, accrued service allowances, payment for unused vacation days and other benefits.

One of the measures under discussion that could increase these expenses is the five-year payback, a bonus in the pay of judges and prosecutors paid every five years of service. The payment was extinguished in 2003, but a proposed amendment to the Constitution (PEC) wants the payment to be reinstated, with an impact ranging from R$2 billion to R$10 billion per year on public coffers, depending on depending on the entity.
