The spending freeze fell from R$15 billion to R$13.3 billion, but the distribution of the cut across ministries changed; see list by agency
BRASILIA – The president’s government Luiz Inácio Lula da Silva (PT) increased the spending freeze Health AND instruction and released money to ministries with more works than Growth Acceleration Program (New CAP), according to the decree signed this Monday 30th.
The decree provides details on the containment of spending in the Executive done on July 20th. the government froze R$15 billion in budget spending. The programs Popular Pharmacyaid for gas and motorway concessions were hit the hardest. Now, when the economic team announced the release of R$1.7 billion in spending, the treasury fell to R$13.3 billion, but the distribution of the cut among ministries has changed.
Two months ago the amount was divided between a block, carried out to comply with the fiscal framework, and a contingency, applied to achieve the primary result objective (read more below). The two measures have the same practical effect: freezing the payment of this resource into the budget. Now, the block has increased by 2.1 billion and the contingency has been dismantled, which has caused some bodies to “win” and others “lose” resources that they can spend.
THE Ministry of Health there was a total expenditure containment of R$4.4 billion and the block increased to R$4.5 billion. The folder is the body with the highest frozen value in the entire Esplanada dos Ministérios. THE Ministry of Educationin turn, it has frozen R$1.3 billion and now has R$1.4 billion that it will not be able to spend, in rounded figures.
