Quantica Radiology Services was hired between 2021 and 2022 without a competitive process

According to the newspaper O Globo, Quântica Serviços de Radiologia, from Vieira, was hired between 2021 and 2022 for more than R$8 million from the Institute of Clinical Educational and Professional Psychology (IPCEP) of the Social Organization (OS), which administered the state hospital Getúlio Vargas and the UPA of Penha.
The hiring of the radiology company through OS took place without tender, on the grounds that the service had been outsourced by IPCEP, and the contract was signed by Vieira himself. The company was contracted to perform radiography, computed tomography and ultrasound services in both units.
Vieira, a former employee of Fundação Saúde, a public company linked to the State Department of Health, is a cousin of the federal deputy and former secretary of Health of Rio, Luiz Antônio de Souza Teixeira Júniorknown as Doctor Luizinho (PP).
Luizinho took over the leadership of the state Department of Health in January 2023 and remained in the position until September of that year, when he was fired. The Public Prosecutor of the State of Rio de Janeiro (MPRJ) is investigating whether there were irregularities in the hiring of the PCS Lab Saleme laboratory, which occurred when the parliamentarian was still secretary.
Contamination
The company is under investigation in the case of six transplant patients who were infected with the HIV virus after receiving virus-infected organs. PCS Lab Saleme collaborated with the government on the basis of a tender R$ 11.4 million and there were two other installment contracts that did not go to trial. The three contracts, signed in 2023, collectively amount to more than R$ 17.5 million.
According to the government, the error occurred in the blood tests carried out by the laboratory. According to the deputy, the investigation will concern the analysis of the damage caused by the service not provided correctly and by possible irregularities in the tenders, resulting from the aforementioned connections. The MP-RJ emphasizes that the procedure is confidential, due to the involvement of sensitive patient data.
The managing partners of Patologia Clínica Doutor Saleme Ltda, in Nova Iguaçu (RJ), are three, according to information collected in CruzaGrafos: Marcia Nunes Vieira, Walter Vieira and Matheus Sales Teixeira Bandoli Vieira. Walter is married to Luiz’s aunt Antônio de Souza Teixeira Júnior, Doctor Luizinho. Matheus is his cousin and is the person who signed the contracts with the government of Rio de Janeiro, calling himself a “managing partner”.
In a press release, Dr. Luizinho says he has known the Saleme Laboratory for more than 30 years. He says the company was managed by Dr. Montano and then passed to Walter Vieira and his sisters.
“I am deeply sorry for what happened and I hope that at the end of the investigations, exemplary punishment will be given to those responsible for these very serious cases of contagion. As Secretary of Health, I retained the previous administration’s State Transplant Program team and was never involved in the hiring of this or any other laboratory,” he added, noting that he expects punishment for those responsible , “regardless of who he was.”
