SAO PAULO AND BRASÍLIA – The Minister of Mines and Energy, Alessandro Silveirahe harshly criticized the National Electricity Agency (Aneel) and declared that there had been an “act of cowardice” in the absence of the director general, Sandoval Feitosain a meeting held on the morning of Monday 14th, in the capital of Sao Paulo. The minister met with representatives of several distributors after the blackout in Sao Paulo.
Aneel said Feitosa was carrying out inspection work in areas affected by the storm and monitoring circuit restoration efforts. The meeting requested by the Ministry was attended by the director Agnes da Costa and the inspection superintendent of Aneel, Giácomo Bassi.
“All (directors) They have a godfather and we are at the mercy of their will to fulfill their obligations. When it comes to prerogatives, Aneel beats his chest and says he has the right to them. We must remember that those who have a right have a duty”, said the minister.
Silveira also asked for agility in the agency’s regulation on the points of the decree on the renewal of distribution contracts, which goes “at a snail’s pace”. The government text modifies the contractual relationship of distributors.
According to the minister, “the tools to implement energy in Brazil” are lower than necessary, in relation to the contractual requirements which could have a more rigid character with the decree. For him, the decision to renew the concession “changes the structure of the country”
“Agencies must adapt in relation to their autonomy. All of us, public employees, have autonomy. President Lula won the elections, I meet him once a week,” he said.
Silveira also said he agrees that regulators are state and non-government bodies. At the same time, he underlines that “they cannot be sovereign” and must “have responsibility for public policies”.
In another critical speech, the minister called for the restructuring of the Chamber of Electricity Commerce (CCEE), which also depends on Aneel’s approval, to be accelerated.
The federal authority reiterated, in a note, that it is characterized by “the absence of hierarchical supervision or subordination, functional, decision-making, administrative and financial autonomy and the fixed-term investiture of its directors and stability during their mandates “. It also declared that it “will continue to act impartially and autonomously in favor of the public interest”.
According to the note, “coordinated and committed action in addressing and solving problems by companies in the sector and public authorities is essential for the timely restoration of electricity service for the affected population”.
Regarding Feitosa’s absence, Aneel reported that the director general, at the time of the meeting, was carrying out inspections in areas affected by the storm which affected supply in the São Paulo metropolitan region. According to the agency, the inspection was already in the plans of the director, who on Sunday the 13th had a meeting with the dealers operating in the State of Sao Paulo.
