Elder gave the example of a 16 -year -old girl who left the house to go shopping and then was seized by armed men. It has been beaten, drugged and raped repeatedly.
He was detained for about a month, he said, until the gang freed it when he realized that his family had no money to pay the redemption. The raptures of extortion are common to Haiti.
Now he is in a United Nations refuge with dozens of other girls who receive care.
The control of the bands in Porto PrÃncipe led to an almost complete violation of the law and the order, the collapse of health services and the emergence of a food safety crisis.
More than 5,600 people were killed due to group violence in Haiti only last year.
The Haiti Transition Presidential Council, the body created to organize the elections and restore the democratic order, seems to be in crisis.
The Council replaced the provisional Prime Minister in November, but made few progress in the organization of the postponed elections.
Children are also recruited by bands, sometimes forcedly, says UNICEF.
The organization has found members of the band of children only eight years old.

UNICEF has created safe mobile spaces in Haiti to try to support children and prevent sexual violence.
