A new invoice can change the way drivers use vehicle lighting. The proposal has been in analysis of the representative’s Chamber of representatives. According to the portal WORLD Auto for PCDit is Bill 1108/2025Presented by Deputy Rodrigo da Zaeli (PL-MT), focusing on automotive modernization.
Since 2021, the resolution of Contan 970 forbids the exchange of car halogen lamps in the car that did not come with this type of factory beacon. The new PL aims to revoke this rule and authorize the installation of LED lamps in any vehicle, including the oldest, respecting the mandatory technical criteria.
The proposal requires that the lamps are certified by inmetre or by the competent authority. This guarantees safety and light efficiency in the adapted headlights. In addition, the project determines that the installation follows specific standards of contran. The goal is to avoid obscuring other drivers or pedestrian risk.
The author of the project states that the measure will bring more technological and safety equality for older vehicles, now limited to obsolete lighting systems. According to him, the LED offers many advantages: it spends less energy, lasts longer and brings together the track better, reducing visual fatigue on night travel.
With change, drivers could benefit from modern technology, which today is common only on more expensive or just released models.
On the other hand, the project also clarifies that security remains a priority. Therefore, irregular use can generate penalties provided for CTB.
The text provides that all LED -adapted headlights undergo a technical evaluation. They should also respect the light regulation rules according to the national standard.
Today, the LED headlights come from a factory in many cars, with specific projectors and spotlights. This increases efficiency without damaging other conductors.
Even so, many drivers still have questions if they can change the lamps in their vehicles. The answer, for now, is no: the current rule still prohibits.
But if the project advances to the congress, this reality can change early. The proposal is awaiting analysis in the commissions and then will go to the vote of the Senate.
If approved in both homes, you will need the sanction of the President of the Republic to have effect. Until then, the ban on LED exchange is valid.
