How the transfer scheme of the vehicle that made Detran fired more than 140 dispatches

THE Department of Traffic of San Paolo (Detran-Sp) removed 142 dispatcher suspected involvement or facilitate illegal practice of transfer of vehicles to the state. The suspensions are made in the first order and, in case of evidence of direct participation in the criminal regime, the police will be called to investigate the occurrences.

The fraud that the agency determines – and can be facilitated by the dispatcher – aims to obtain the ATPV, the authorization to transfer the ownership of the vehicle. This document is a license for a person to sell the car or any other vehicle on his property.



According to Detran, the scheme works when a stelliano goes from an owner, enters the documentation to obtain the ATPV and can get this license on behalf of a third party. The true owner of the vehicle could lose the property of his asset, which is recorded on behalf of an orange.

A way to obtain ATPV is through a dispatcher, which must sign a contract with the applicant. However, what has been ascertained is that some professionals have not formalized these license concession contracts and this negligence ends up facilitating the external scheme.

“In many cases, the dispatcher ends up giving ATPV to speak to the owner only by message, without the formalization of the contract,” says Vinícius Novaes, director of Detran’s motor vehicles. “Most are not part of the fraudulent schemes, but not following the standard procedure, it helps the Stelliano to practice this illegal scheme.”

The banks took place between April and May of this year and, according to the agency, have contributed to avoiding the realization of 158 attempts of fraud in the last two months.

Professionals will be presented to an administrative procedure and risk having the license for revoked acting. Of this group, 43 professionals have already had the process completed and revoked their accesses to E-Crvsp, the system provided by Detran for the performance of documentary dispatches.

Today the Department has 6,490 dispatcher and issues an average of 136,000 documents per day.

Possible fraud were found after a predictive analysis by means of artificial intelligence program. The device perceives a different conduct than the standard and makes the system to provide indicators to the Detran-SP team blocks the operation.

“If a dispatcher has an average of 10-20 daily transfers and suddenly this number increases, the system includes that it can be a sign of fraud, a behavior outside the standard conduct and that it can be a suspicious action,” explains Vinicius Novaes.

“But this does not mean the crime of the dispatcher, but, as I said, only an irresponsible conduct,” adds the Director of Detran.

The people involved were informed of the interruption and the case began to be determined by the Department. If Detran includes that the operation is legitimate and without abandonment by the professional, the restriction to the dispatcher is removed. But if the fraud is confirmed, the continuous process for investigations and penalties.

Wagner Sanchez, president of the regional council of documentary writers of the State of San Paolo (CRDD/SP) also defends the reinforcement in monitoring. “San Paolo is the Brazilian state with the largest fleet of vehicles and dispatches, which requires further attention to the supervision and regulation of the ethical conduct of our accredited,” he says.

To avoid the migration of the fraud to other states, Detran claims to expand the exchange of information with other executive traffic agencies, trying to promote coordinated acting at national level.
