According to the New York Times, the Republican order was given to its special envoy, Richard Grenell, after diplomatic efforts to try to open possible negotiations between Washington and Caracas.

The magazine added that Trump communicated directly with the US diplomat. Furthermore, the measure should be implemented immediately, suspending ongoing diplomatic initiatives with the South American country.
