Government plans 10 highway auctions in 2026, says ANTT director

The federal government will organize ten more auctions for highway concessions next year, ANTT director general Guillherme Theo Sampaio said on Monday.

This year the government has promoted five auctions and five more are scheduled for December, including two in October.

Among the auctions is the concession for the Fernão Dias highway, which connects São Paulo to Belo Horizonte.

“Next year we will do another ten motorway auctions; there are some anchor points like July 2 on BR116 in Bahia; there is another one that connects Pernambuco to Bahia, there are optimizations in Paraná and Minas Gerais,” Sampaio told journalists during an event at FGV.

“In the auctions we have a bit of everything. Of the auctions already held, we have 10 new groups, including operators, financial funds and the recovery of foreign investors. And we expect new entrants in 2026”, he added.

According to the director general of ANTT, the ten auctions of 2026 should allow investments of 100 billion Brazilian reals over the 30 years of the concession, with a large concentration of contributions in the first decade of the contracts.

The expectation also occurs in a high Selic environment. But Sampaio specified that interest rates “have been high for some time… Our model provides that the rate of return for the investor takes into account long-term interest rates and is periodically updated… We have quality projects… balanced contracts with a good rate of return”, he specified.

Two railways are also expected to be auctioned next year. One of these is the one that will connect the ports of Espírito Santo and Porto do Açu, to Rio de Janeiro, in the first quarter of 2026. Another prospect of the federal government for next year is the concession of the so-called Ferrogrão, between Mato Grosso and Pará, which is being examined by the Federal Supreme Court.

Sampaio hopes that the operation of the Transnordestina railway between Piauí and Ceará will begin this month. Last week the railway managed by a subsidiary of the CSN group obtained authorization for partial operation and, next year, the connection between the ports of the two states should be built.

The director general of the ANTT defended the financial autonomy of the agency, which this year has a budget of around 300 million reais, even though it collected 1.2 billion reais in commissions in 2024.

The agency has 1,100 employees and 500 outsourced employees. “Our initial need was 1,800 servers,” he said.
