The administrative body of the Executive communicates with society and helps the presidency on a daily basis




Federal deputy Guilherme Boulos (PSOL-SP) took over the direction of the General Secretariat of the Presidency of the Republic after being appointed by President Luiz Inácio Lula da Silva (PT). The invitation was made at least five months ago.

Boulos said he will bring the learning he acquired during his career in social movements to the Palácio do Planalto. Before entering institutional politics, the new minister was leader of the Homeless Workers’ Movement (MTST).

What is the General Secretariat of the Presidency

The secretariat was created in 1990 and is one of the bodies that constitute the direct support structure of the president. Its central function is to provide immediate assistance to the Chief Executive on political, administrative and institutional matters, acting as a link between the Palácio do Planalto and civil society. Additionally, the body assists in formulating public policies and monitoring priority programs of the federal government.

Historically, the General Secretariat has undergone several changes in responsibilities and ministerial status, depending on the profile of each presidential administration. In some governments it has become extinct or has merged with other departments, while in others it has acquired importance and political prominence. Currently the secretariat has the status of a ministry and is headed by a minister of state, appointed directly by the president.

Former minister Márcio Macêdo said he left the Lula government to focus on his candidacy in 2026. In a video published on his social networks, he said he leaves the General Secretariat of the Presidency of the Republic with the “feeling of mission accomplished”.

“All the proposals that the president made at the polls during the electoral campaign, all the programs discussed and organized in the transition and all the proposals that make up President Lula’s program regarding social participation are being put into practice,” the PT deputy said.

What does the General Secretariat of the Presidency do?

Among the main responsibilities of the department is the coordination of the institutional communication of the federal government, through the Secretariat for Social Communication (Secom), also linked to the department. This structure takes care of the relationship with the press, official advertising and the communication strategy of the government’s actions, trying to unify the message transmitted by the various federal ministries and bodies.

The General Secretariat also plays a strategic role in dialogue with civil society bodies, social movements and non-governmental organizations. Through this articulation, the body seeks to ensure that popular demands and issues of social interest are incorporated into the government’s decision-making process. In many cases it acts as a direct channel between the Planalto and the population.

Another important front is the administrative and political support for the President of the Republic. This includes monitoring agendas, analyzing official documents and preparing legislative acts and messages sent to the National Congress. The Secretariat also collaborates in internal coordination between the other departments and bodies of the Presidency, ensuring that the government’s guidelines are implemented in an integrated manner.
