Ecad says Recife city hall does not pay royalties for songs during carnival


According to the body, the municipality led by João Campos (PSB) also has outstanding debts related to the 2023 Carnival, the last two São João and New Year’s Eve

Even though this year’s Carnival hasn’t officially started yet, the Recife City Hall he is already facing party-related problems. Last Wednesday, 7, the Executive of the capital of Pernambuco, currently led by João Campos (PSB), received an extrajudicial notification from the Ecad (Central Collection and Distribution Office) for failure to pay the royalties of the songs used this year in the city’s celebrations.

According to the agency, the municipality also has outstanding debts related to Carnival 2023, São João 2022 and 2023, as well as the last two New Years. In a statement, the Fundação de Cultura Cidade do Recife (FCCR) stated that the Municipality does not transfer the amounts to Ecad, as it believes that the activities promoted by the municipal government have exclusively social, cultural and symbolic purposes, without the intention of derive financial profit from it.

The FCCR also emphasized that all programs offered by City Hall, including musical performances, take place in non-profit public spaces and are open to the public free of charge. “And they are supported almost entirely with resources coming from taxes, which are paid by the population, who, ultimately, are the recipients of cultural actions”, we read in the press release.

The value of the notification will be equal to 10% of the musical cost of the Carnival parties, a value that takes into account the costs of sound, stage assembly, artists’ fees and other expenses.

To the EstadaoHowever, Ecad underlines that it cannot estimate the amount of the fine, since the production contracts for events in the city are not available on the transparency portal. Composers who have their songs performed during the events will be paid compensation according to the copyright law (9.610/98).
