Anyone who has a car, motorcycle or any other vehicle knows that, year after year, it is needed pay the IPVA and the license fee in order to operate smoothly, without being subject to fines or other sanctions provided by law. A bill pending in the National Congress, on the other hand, wants to lighten taxpayers’ pockets a bit.



Cleitinho, Senator elected for the Republicans, from Minas Gerais, explains in PL 365/2023 why the annual vehicle license fee should be extinguished. According to the MP, the collection has completely lost its meaning since printed version of the CRLV-e (Certificate of Registration and Electronic Vehicle Licence) is no longer issued by the competent bodies and sent to homes.

“The purpose of this project is to eliminate the collection of the Annual Fee for the Renewal of Vehicle Licenses (TRLAV), in view of the replacement of the Certificate of Registration and Vehicle License – CRLV, a physical document, with its digital version, as provided for in the Resolution CONTRAN 180, of 30 December 2019, which established the requirements for the issue of the electronic certificate for the registration and circulation of vehicles – CRLV-e”.

In an interview with Agência Senado, Cleitinho also stated that charging the annual vehicle license fee is “unreasonable”, as the amount is incompatible with the service offered to vehicle owners and, moreover, “it weighs on the family budget” in a financial crisis for many Brazilian families.

“Since the vehicle owner will no longer receive the printed version, he will be able to make a hard copy of the digital car document with the Quick Response Code (QRCode) generated by Denatran [Departamento Nacional de Trânsito, que agora se chama Secretaria Nacional de Trânsito – Senatran]. In this way the security code printed on the certificate can be verified by the authorities even in the absence of a mobile phone”.

How much does the annual license cost?

The amount of the annual fee varies depending on the state in which the vehicle was registered. In São Paulo, the tariff, which in 2022 was R$ 144.86, has been adjusted and, in 2023, it cost R$ 155.23 for car owners.

In Ceará, a car license is even more expensive. In 2023 the rate set for motorcycles is BRL 164.77 and BRL 192.23 for other vehicles. One of the states with the lowest rate of the year is Minas Gerais: R$ 33.66.
