President Luiz Inácio Lula da Silva signed this Tuesday 4, two laws that can strengthen the fight against violence against women. One that extends the opening hours of women’s police stations to provide 24-hour assistance and another that establishes the program to combat sexual harassment. The provisions were published in the Official Gazette (DOU).
With the new law, the Specialized Police Headquarters for Assistance to Women (Deam) will have the obligation to operate continuously, 24 hours a day, including weekends and public holidays.
Furthermore, the provision defines some rules for the care of women. Police stations will need to have private rooms, preferably with female officers. Police officers must receive adequate training to provide effective and humane assistance to victims.
Deams must provide a telephone number or other electronic means for women to contact the police immediately in the event of violence. In municipalities without specialized police stations, the existing unit should prioritize the treatment of female victims of violence by specialized female officers.
The law also provides that the resources of the National Fund for public security can be used by the States to create police committees specialized in assisting women, according to the technical standards established by the executive.
The program to combat harassment provides training for public officials
The approval by the Senate of a provisional provision on the matter, last March 15, led to the creation of the Program for the prevention and fight against sexual harassment and other crimes against sexual dignity and sexual violence.
The measure reaches all public administration bodies and entities. Furthermore, the law aims to train public agents to develop and implement actions to discuss, prevent, guide and solve problems.
In theory, educational campaigns on sexual harassment should also be implemented and disseminated to raise awareness among society and public agents, which would allow the rapid identification of illegal behavior and the adoption of containment measures.
