The Senate approves the project regulating the carbon market

Last Wednesday, the Senate Environment Committee unanimously approved the bill regulating the carbon market in Brazil (4).

The senator’s project Leila Barros (PDT-DF) creates the Brazilian emissions trading system (SBCE) and regulates emissions from companies that emit more than 10 thousand tons per year.

The text was definitively approved, i.e. it does not require a vote in plenary, unless an appeal is made by the senators. Therefore, if there is no contestation, the project will pass directly to the Chamber of Deputies.

The project was articulated with the federal government at a meeting held on Tuesday (3). The Minister of Institutional Relations, Alexandre Padilhaannounced that an agreement had been reached to vote on the project.

“This market will be an example for the whole world”, said the minister.

Carbon market

OR carbon credit market it is a system used to offset greenhouse gas emissions. It benefits companies and countries that pollute little and makes those who release more pollutants into the atmosphere pay.

Agreement with agriculture

The proposal has undergone changes to accommodate requests from senators linked to agribusiness. The main change was the removing primary agricultural activities from regulation. As a result, companies operating in the sowing and livestock farming sectors were excluded from the regulation.

Agriculture representatives argue that it is difficult to quantify greenhouse gas emissions in the sector’s activities. The retreat was attacked by the project’s rapporteur, Senator Leila Barros (PDT-DF).

“We cannot measure the industry’s emission rate, so we understand that there was no need to create a battlefield at the moment,” said the speaker

With the modification of the text, the senators linked to agri-food have committed to approving the project.
