The Sao Paulo state government launched a tender on Saturday for what it calls the Eixo Norte Interurban Train (TIC), a 13.5 billion reais project that aims to connect the city of Sao Paulo to Campinas and which is expected to be put up for auction at the end of February next year.
The state government specified that the project, already launched under the government of João Doria, was made “more attractive” thanks to a 42% greater contribution from public authorities to the project, for a total of 8.5 billion reais.
According to the management led by Tarcísio de Freitas, part of the resources will come from a loan of 6.4 billion reais signed between the government of São Paulo and the National Bank for Economic and Social Development (BNDES).
“On the other hand, the value of the fee paid by the state government has decreased from 400 million to approximately 250 million reais over the 30 years of the concession,” the state specifies in a press release.
The person who presents the greatest reduction in payment by the State for the provision of services will win the auction.
Furthermore, the State will guarantee 90% of the revenue expected for the management of the express service between São Paulo and Campinas. If revenue from fares exceeds the expected total amount by 10%, the profit will be split equally between the state and the private operator, the government said.
“These improvements will guarantee a minimum income for the operation of ICT, as well as making the mode more competitive and at a fair price for the user”, promises the Sao Paulo government.
The project involves the connection, via rail, between the capital San Paolo and Campinas, a distance of approximately 100 kilometres; the construction of the Intermetropolitan Train (TIM) between Campinas and the nearby city of Jundiaí; and the concession of the 7-Rubi Line of the Companhia Paulista de Trens Metropolitanos (CPTM).
The maximum compensation established in the notice for the TIC is 64 reais. The journey will last 64 minutes and there will be 15 trains carrying out the operation, according to the Sao Paulo government.
