The Legislative Police of the Chamber of Deputies has opened an investigation to investigate an alleged crime of insult committed by the influencer Felipe Neto against the President of the Chamber, Arthur Lira (PP-AL), after the YouTuber defined it as “excremental” during a session held on Tuesday 23. The influencer denies having wanted to offend the parliamentarian’s honor.
The YouTuber was fined – an administrative act which formalizes the opening of the investigation – for insult. The crime carries a prison sentence of one to six months or a fine, the penalty increased by a third if the victim is a public official or president of the Senate, the Chamber or the Federal Supreme Court (STF). The influencer said he had not yet been informed of the fine.
The information was released by Deputy Arthur Lira’s office. According to the press release, the Chamber’s Parliamentary Prosecutor’s Office will criminally prosecute Felipe Neto in the Federal Court.
The influencer virtually participated in the symposium “The regulation of digital platforms and the urgency of an agenda” arguing that the regulation of networks should be carried out after a popular discussion. The meeting on PL 2630/2020, better known as Fake News PL, called for a more effective position from the government of President Luiz Inácio Lula da Silva (PT) on the topic.
“We must fundamentally change our perception of what a bill of 2,630 means. Which, unfortunately, was crushed by the “excremental” Arthur Lira. If we don’t have the people on our side, the deputies will not vote, we already know how it works,” said the influencer.

In a note, the influencer specifies that her intention was to play with words, referring to the term “excellent”, and says she is surprised by Lira’s reaction, who, according to her, has already defended “several times” that his colleagues could say “whatever they wanted within Congress.” Read in full:

This time I confess that I was surprised, not only because evidently my intention was to play with words to make an ironic criticism of the ‘far right. Mr. Arthur Lira’s actions in shelving Bill 2630, as well as the fact that the congressman has already defended several times that his colleagues could say whatever they wanted to Congress if I had not been intimidated when the Bolsonaro family tried to silence me, I would not have done it. Don’t be intimidated now by this and any other attempt to silence me, no matter who it is.”
