With the aim of giving shelter to the approximately 10 thousand people left homeless due to the floods in Porto Alegre, the municipality of the capital of Rio Grande do Sul is studying the construction of a “temporary city” in Porto Seco, in the northern area. The action aims to provide temporary accommodation while the neighborhoods affected by the tragedy are rebuilt. There are currently 14 thousand people distributed in around 150 shelters in the capital of Rio Grande do Sul.
The Porto Seco region, not affected by the floods, was chosen for its capacity to host around 5 thousand tents. In addition to temporary housing, the “temporary city” will have comprehensive infrastructure, including a school and a market, to meet the basic needs of the homeless. The security of the area will be the responsibility of the Armed Forces. The entire project is expected to be funded by the federal government.
Currently, the Porto Seco region is home to the Porto Seco Cultural Complex, where ten warehouses for the Porto Alegre samba schools are located. These structures will serve to host tents where the homeless will temporarily live.
The proposal has not yet been officially released by the city hall and will be presented to Governor Eduardo Leite (PSDB) and President Luiz Inácio Lula da Silva (PT) for evaluation and search for definitive solutions to the homeless situation.
