Ukrainian President Volodymyr Zelenskiy presented his long-awaited “Victory Plan” to the Ukrainian parliament on Wednesday, calling for his country to remain united at a precarious time ahead of presidential elections in the United States, his main ally, on November 5.
As Russian troops advance east and winter approaches, Zelenskiy told lawmakers that his plan contains five main points that depend on Kiev’s allies, including an unconditional invitation to join the Western military alliance Treaty Organization North Atlantic (NATO) and specific arms support.
“Together with our partners we must change the circumstances so that the war ends. Regardless of what Putin wants. We all must change the circumstances so that Russia is forced into peace,” he told MPs and other authorities.
The third point of the plan emphasizes the need for Ukraine to acquire a non-nuclear deterrent capability which, it claims, would be sufficient to destroy Russian military power. He did not elaborate, but said there is an additional secret addendum that he cannot reveal.
The plan, he said, also includes a Western role in defending Ukraine’s natural mineral resources from Russian attacks, as well as promises of post-war reconstruction.
The speech was attended by military personnel, intelligence officials and politicians, as well as parliamentarians, some of whom occasionally stood to applaud.
The Kremlin said it was too early to comment in detail on Zelenskiy’s plan, but that Kiev needed to “sober up” and realize the futility of the measures it is taking.
After two and a half years of war, Zelenskiy’s speech sought to persuade Ukraine’s exhausted population that the war could soon end and to highlight the importance of Ukrainian citizens remaining united as the challenges of war mount.
“We have achieved and are achieving results in battles thanks to our unity. Therefore, please, do not lose unity,” he said.
Ukraine is facing difficulties and uncertainties ahead of the US elections, which could put Donald Trump in the White House.
The former Republican president has promised to quickly end the war before taking office, an idea that Kiev’s supporters fear could involve major concessions in the name of a deal.
