In the “Yellow Green Dagger” plan, high-ranking military personnel followed the minister’s official and personal agenda
In messages exchanged via messaging apps, high-ranking military officers articulated plans to arrest and kill the president of the republic Luís Inácio ‘Lula’ da Silvathe vice president of Brazil, Geraldo Alckminand the Minister of the Federal Supreme Court of Brazil, Alexander de Moraes. According to investigations by the Federal Police, Mario Fernandesretired general and former number 2 of the Secretary General of the Presidency, he was the coordinator of the plot.

According to information released by “Fantastic”from TV Globo, this Sunday, 24th, under the piano “Yellow Green Dagger”the military carried out a preliminary investigation of Moraes’ official and personal schedule, including the number of people needed for the attack. At least two teams of two men each and two more of one man each, as well as disposable phones for the officers.
The perpetrators had a group on a messaging app called “Copa 2022”, with numbers purchased in other people’s names and, to make investigations difficult, they called themselves by the names of countries: Germany, Argentina, Brazil, Austria, Ghana and Japan.
Under the code name “Japão” was Lieutenant Colonel Rafael Martins de Oliveira, a member of the “Black Kids”, an army special operations group, and one of the names chosen for the execution.
According to the PF, the first target would be Alexandre de Moraes. In December 2022, Mário Fernandes says in audio in a messaging application released by “Fantastic”that the camps in front of the barracks serve to “inflame” the masses, a movement orchestrated by the military. He maintained contact with the group leaders.
“Maybe this is what the high command wants, what the defense wants. The popular protest, as it was in 64. Even if it had to inflame the masses. Why stay on the street,” says the general.
“Excuse the expression, but four lines are the c… Four lines of the constitution are the c… We are at war, they are winning, it’s almost over and they haven’t fired a shot due to our incompetence,” he said an army officer.
In another audio, Fernandes says he spoke with former president Jair Bolsonaro (PL) and that “any action can be implemented until December 31.”
“During the conversation I had with the president, he said that 12, because of the vagrant diploma, wouldn’t it be a restriction? Any action we take can happen up until December 31st and everything. But then: ‘Hey, president. But as soon as possible. We have already missed many opportunities,” says Mário Fernandes in audio.
On December 12, the graduation date, protesters attempted to invade a PF building and set fire to cars and buses in Brasilia. Three days later, messages exchanged by the “Copa 2022” group show that members were on the pitch, according to the PF, divided into specific locations with the aim of arrest Alexandre de Moraes.
According to investigations, around 8.33pm on December 15, the military was carrying out a “stakeout”. Two in the parking lot of the Parque da Cidade, in Brasilia, Lieutenant Colonel Rafael Martins near the STF, and another near the minister’s residence. At 8.57pm the mission was “aborted”.
That day, the Supreme Court session ended early, which may have disrupted the plot. Again according to the PF, the hypothesis is that the then general commander of the Army went to the Palácio da Alvorada to speak with Bolsonaro and the decision taken may have interfered with the coup plan.
In a statement to the PF, Marco Antônio Freire Gomes said he had always told Bolsonaro that, from a military point of view, “there would be no possibility of reversing the results of the elections”. In another message, Mário Fernandes complains that Bolsonaro did not sign the coup decree.
Coup plan and attempts against Lula and Alckmin
On December 16, Mário Fernandes printed a project with guidelines for the creation of an institutional crisis management office, on presidential letterhead with the “secret” stamp at the General Secretariat of the Republic. For the PF, this was yet another indication that a coup had been carried out and that the cabinet, composed mostly of military personnel, would govern the country until new elections were held, with no date set.
In the plan, “Jeca”a name that police believe would be used to refer to Lula, he was considered “vulnerable” due to his current state of health and frequent visits to hospitals. Therefore, the plan was “poisoning or use of chemicals/medicines that cause organic decomposition.”
Wladimir Matos, a federal police officer, provided the coup group with information about Lula’s security team and location.
“Lula would be there in the Meliá building. This shit needs to change soon. It can’t go on like this, no, brother. Let’s do it. I’m ready,” Matos says in an audio.
As for Alckmin, named as “Play”According to the investigations, the plan envisaged that, considering “the unusability of the 01 elected, for health reasons, his neutralization would extinguish the winning ticket”.
For the PF, the plan proposes the death of the president and vice president and the creation of an environment conducive to a coup d’état, “January 8th”.
Indictment against Bolsonaro and 37 people
On Thursday the 21st, the Federal Police indicted former president Jair Bolsonaro (PL) and former members of his government for the crimes of violent abolition of the democratic rule of law, coup d’état and criminal organisation.
According to the PF, the final report was sent to the Federal Court with a total of 37 people indicted for the crimes. Retired Army General, Braga Nettoreserve general Augusto Heleno, federal police officer Alessandro Ramagem AND Valdemaro da Costa Netopresident of the Liberal Party (PL), as well as Mário Fernandes, Rafael Martins and Wladimir Matos.
The evidence was obtained through various police investigations conducted over almost two years, based on violations of electronic, telephone, banking and tax secrecy, plea bargaining, searches and seizures, among other measures duly authorized by the Judiciary.
The investigations revealed that the suspects were structured through the division of tasks, which allowed the identification of behaviors and the verification of the existence of the following groups:
a) Center for Disinformation and Attacks on the Electoral System;
b) Unit responsible for inciting military personnel to commit a coup;
c) Legal Center;
d) Operational support center for coup actions;
e) Parallel intelligence center;
f) Operational center for compliance with coercive measures
According to the PF, the delivery of the report closes the investigation into the attempted coup and the violent abolition of the democratic rule of law.
