BRASILIA – The Minister of Finance, Fernando Haddadclassified the meeting he had on the morning of Wednesday 15th with the President of the Senate as “very good”, David Alcolombre (União Brasil-AP), to deal with the budget guidelines bill (PLDO) of 2026. He reported that he had brought some scenarios to the parliamentarian’s attention, considering the importance of coherence between the different legislations for the budget.

“It doesn’t make sense to pass one law one way and another law another,” Haddad told reporters at the entrance to the Ministry of Financein Brasilia. “The laws must all converge towards the same scenario, and this scenario must be consistent so that we have a budget execution as we arrived in 2024 and 2025: a smooth budget execution, without surprising anyone.”

The PLDO will be voted on on Tuesday 14th by the Joint Budget Committee (CMO) of the Congress, but the examination of the text has been postponed at the request of the government, which is studying alternatives after suffering a setback with the overturning of the provisional measure (MP) 1.303, which revived next year’s revenues. “The LDO is not behind previous years,” he added.



The government has yet to finalize alternatives to offset losses following the MP’s overthrow. This Wednesday Haddad reported that he had spoken about the topic with President Luiz Inácio Lula da Silva, but that a meeting to discuss the issue is not yet scheduled.

The minister declined to provide details of the talks with Alcolumbre. He explained that, in one of the scenarios, the 2026 budget would be kept as is. On the other hand, it would be necessary to make changes to the various proposals being studied by the Legislature, to maintain the coherence of the laws dealing with next year’s budget. These points are expected to be discussed by the end of the week.

The minister said that several points of MP 1.303 had found consensus among parliamentarians, citing the control of registrations – which would reduce the expenses foreseen for next year – and the modification of tax compensations. Alone, this measure would earn the government R$10 billion this year, and another R$10 billion in 2026. “I didn’t even understand why this wasn’t appreciated, because it was something everyone agreed on,” he said.
