According to HBO Max Content CEO, Season 2 of House of the Dragon will have cautious pre-production in relation to the script

Bloys did not reveal a specific date, but did reveal how the second phase of the series will not be eligible for Emmy 2024. That is, it could arrive in the summer of 2024 in the United States, which takes place between June 20 and September 22.
“My philosophy is that a good script is the number one priority. I’m not doing it because I want to have one a year, two a year.
